Measuring Circularity in European Tourism

Pioneering Eco-Friendly Travel in Europe

Measure to change. This is the principle behind the new European Toolkit for Sustainable Tourism, launched by the European Commission to help destinations, hotels, and tourism operators assess their environmental and social impact in concrete terms.

The initiative responds to the need to move beyond generic commitments and often lacking real impact in the tourism sector, toward measurable indicators capable of integrating ESG (Environmental, Social, and Governance) criteria into medium- and long-term tourism planning.

The Toolkit proposes a data-driven approach: analysing resource flows, energy consumption, waste, mobility, and the well-being of local communities.
Each parameter helps to build a clear picture of the circularity of European destinations, allowing for comparison of results, identification of weaknesses, and the definition of the most effective improvement strategies.

From Data to Impact: Toward Regenerative Tourism

Within the framework of VERNE – Horizon Europe, these tools take on an even deeper meaning.
The project, which promotes the transition from sustainable to regenerative tourism, applies the same logic as the Toolkit: collecting data and insights to raise awareness and to move toward the idea that targeted measurement can foster tourism that regenerates rather than simply consumes.

VERNE aims to go beyond the traditional goal of reducing impacts; it seeks to create new participatory monitoring models, where institutions, businesses, and citizens can truly feel and act as part of a transformation that is as necessary as it is urgent.

The new Toolkit marks a decisive step forward: not only in quantifying sustainability, but in making it tangible and actionable.
It provides a shared language of metrics and outcomes capable of transforming the European vision of tourism into a living, circular, and collaborative system.
A structured system, yet continuously renewed in its purpose and potential.
